First spackle and glue...
Use a spatula to model small 3D waves on the stretcher frame with the coarse texture paste, and further sea structure with the light texture paste. Glue shells and decorative elements to the stretcher with hot glue.
...then paint...
Now prime the entire stretcher with primary blue paint. Paint the picture with shades in lighter shades of blue. Also design the side parts of the picture.

After the paint has dried well spray the back of the stencils with some adhesive spray, position them on the stretcher. Put some light blue paint on a dry stippling brush, stipple it on the motifs of the stencil.
